Useful work starts as evidence: public proof, DataNet receipt, tester receipt, or another verifiable contribution record.
2. Become a review candidate
A candidate means the evidence is packaged for review. It does not mean an award exists.
3. Operator review decides
Operator review is separate, explicit, and gated. Public routes do not approve, award, or mutate the ledger.
